Temporary residence card – what you need to know
After entering Vietnam, foreigners need to complete the residence registration procedures to be able to stay. In case of staying in Vietnam for a long time, people entering the country can consider getting a Temporary Residence Card (which can be used as a substitute for a Visa).
Some concepts you need to know
- Temporary residence certificate: is the Vietnamese competent agency determining the period a foreigner is allowed to temporarily reside in Vietnam.
- Temporary residence card: is a document issued by the immigration management agency or a competent agency of the Ministry of Foreign Affairs to foreigners who are allowed to reside for some time in Vietnam and is valid instead of a visa.
- Permanent residence card: is a document issued by the immigration management agency to foreigners who are allowed to reside indefinitely in Vietnam and is valid in place of a visa.

Temporary residence certificate
- Foreigners temporarily residing in Vietnam must declare their temporary residence through the person directly managing and operating the accommodation establishment to the police of the commune, ward, town or police station where the establishment is located. accommodation facility.
- The person directly managing and operating the accommodation establishment is responsible for writing down the full content of the declaration form (form NA17) and forwarding it to the police station of the commune, ward, town or police station where have an accommodation facility within 12 hours, for remote areas within 24 hours from the time the foreigner arrives at the accommodation facility.
In case of being granted a temporary residence card:
are foreigners who are issued visas with symbols LV1, LV2, LS, DT1, DT2, DT3, NN1, NN2, DH, PV1, LD1, LD2, TT.
The temporary residence card that is considered for issuance will have a symbol similar to the visa symbol.
The validity of the temporary residence card will adhere to principles, but will be at least 30 days shorter than the remaining validity of the passport:
- Temporary residence card with symbol DT1 is valid for no more than 10 years.
- Temporary residence cards with symbols LV1, LV2, LS, ĐT2 and DH are valid for no more than 5 years.
- Temporary residence cards with symbols NN1, NN2, DT3, TT are valid for no more than 03 years.
- Temporary residence cards with symbols LD1, LD2 and PV1 are valid for no more than 02 years.
Documents to issue temporary residence card:
- Form NA6 (if the person inviting or sponsoring the foreigner is an organization) or Form NA7 (if the person inviting or sponsoring the foreigner is an individual)
- Model NA8
- Passport of the person making the card
Application procedure:
- The inviting or sponsoring agency, organization or individual directly applies for a temporary residence card to the immigration management agency where they resident.
- Within 05 working days from the date of receiving complete documents, the immigration management agency will return the result of granting a temporary residence card.
Resident card:
In addition to a temporary residence card, in some cases, foreigners (if they have a legal residence and a stable income to ensure life in Vietnam) can also be granted a permanent residence card to be able to reside long-term. in Vietnam, like:
- Foreigners who have made contributions to the cause of building and protecting the Vietnamese Fatherland are awarded medals or state honorary titles.
- Foreigners who are scientists and experts temporarily residing in Vietnam.
- Foreigners (who have temporarily resided in Vietnam continuously for 3 years or more) are sponsored by their father, mother, wife, husband, and children who are Vietnamese citizens permanently residing in Vietnam.
- Stateless people who have temporarily resided continuously in Vietnam since 2000 or before.
Note:
- Foreigners who change their temporary residence or temporary residence other than the address stated in their permanent residence card must declare their temporary residence according to regulations.
- Foreigners are not allowed to temporarily reside in prohibited areas or areas where activities are temporarily suspended within land border areas; Prohibited areas and restricted areas within maritime border areas.
- It is necessary to pay attention to the validity of the passport, which will affect the validity of the temporary residence card.
