INSTRUCTIONS ON MAKING CITIZEN ID CARD FOR OVERSEAS VIETNAMESE

Citizen identification card (ID CARD) is an important document for Vietnamese citizens, including overseas Vietnamese (Vietnamese people living abroad) when returning to Vietnam. Below is the information you need to know to carry out this procedure.

  1. Applicable subjects

Vietnamese people residing abroad (Overseas Vietnamese) can apply for ID CARD if:

  • Have acquired Vietnamese nationality or have documents proving Vietnamese nationality origin.
  • Completed procedures for permanent or temporary residence registration in Vietnam.

  1. Necessary conditions

To be granted a ID CARD, overseas Vietnamese must meet the following conditions:

  • 14 years of age or older.
  • Not subject to deprivation of citizenship under Vietnamese law.
  • Have full documents proving Vietnamese nationality or have acquired Vietnamese nationality.

  1. Documents to prepare

When registering for ID CARD, overseas Vietnamese need to prepare the following documents:

  • Vietnamese passport or documents proving Vietnamese nationality (if any).
  • Vietnamese birth certificate or documents proving Vietnamese nationality.
  • Household registration book or certificate of local residence information.
  • Application for ID CARD according to the form (provided at the police agency).
  • 4×6 cm ID photo (white background, dark shirt).

  1. Implementation process

  • Step 1: Go to the district police station where you have registered your permanent or temporary residence.
  • Step 2: Submit application, documents and fill in all information according to the staff’s instructions.
  • Step 3: Take photos, take fingerprints and verify information at the authorities.
  • Step 4: Receive appointment paper for results.
  • Step 5: Come to receive your ID CARD according to your appointment or receive it via express delivery service (if registered).

  1. Important Note

  • If overseas Vietnamese do not have documents proving Vietnamese nationality, they need to carry out naturalization procedures before making a ID CARD.
  • You should check the documents carefully and ensure complete information before submitting the application.
  • Please follow the instructions of the police to avoid prolonged processing time.
