Instructions on How Overseas Vietnamese Can Obtain a Citizen Identity Card (CCCD)
The Citizen Identity Card (CCCD) is an essential identification document for Vietnamese citizens, including those residing abroad who return to Vietnam. Below is important information to ensure the process is carried out efficiently.

Eligible Applicants for a Citizen Identity Card
- Overseas Vietnamese (Vietnamese nationals residing abroad) may apply for a CCCD if they meet the following conditions:
- They have been recognized as having Vietnamese nationality or possess documents proving their Vietnamese origin.
- They have completed the procedures for permanent or temporary residence registration in Vietnam.

Eligibility Conditions
To be eligible for a CCCD, overseas Vietnamese must:
- Be at least 14 years old.
- Not fall under the category of those who have been deprived of Vietnamese nationality under Vietnamese law.
- Have documents proving their Vietnamese nationality or have completed the procedures for naturalization in Vietnam.

Required Documents for a Citizen Identity Card
When applying for a CCCD, overseas Vietnamese must prepare the following documents:
- A Vietnamese passport or documents proving Vietnamese nationality (if available). In cases where the applicant does not have a Vietnamese passport or has lost one previously issued, An Law Vietnam will assist in applying for a new Vietnamese passport.
- The applicant’s Vietnamese birth certificate or the birth certificate of the applicant’s parents, or other documents proving Vietnamese origin (if available).
- A household registration book or confirmation of residency information from the local authority. If the applicant no longer has residency or household registration information, An Law Vietnam will provide consultation on how to complete this requirement.
- A completed application form for a CCCD provided by the police authority.
- A 4×6 cm photo (white background, dark-colored attire).

Procedure for Issuing a Citizen Identity Card
An Law Vietnam will accompany the client through the following steps:
Step 1: Go to the police office of the registered permanent residence (after obtaining residency information) to submit the application and required documents. Fill in all information as guided by the receiving officer.
Step 2: Have the photo taken, fingerprints collected, and information verified by the competent authority. Receive an appointment slip for result collection.
Step 3: Collect the CCCD on the scheduled date or opt for express delivery service if registered. If the client is unable to remain in Vietnam to wait for the result, An Law Vietnam will assist in collecting and sending the original CCCD to the address requested by the client.
